The conference is organized by ORT Braude College of Engineering (Karmiel, Israel) and supported by the Steklov Mathematical Institute of the Russian Academy of Sciences, the Institute of Informatics Problems of the Russian Academy of Sciences and Moscow State University.

The Seminar was founded by Prof. V.M. Zolotarev in the 1970's. The primary goal of the seminar is the exchange of information on research in probability theory, mathematical statistics, and their applications. Past seminar meetings were held in various countries such as Russia, Ukraine, Georgia, Hungary, Belgium, Bulgaria, Spain, Lithuania, Latvia, Romania, Poland, and Italy. For the first time a seminar meeting is being organized in Israel. The Workshop on Algorithmic Techniques for Data Mining will be held in conjunction with the seminar.
